Dear Ranchita Community, 

The Montezuma Valley Volunteer Community Service Organization (MVVCSO) is committed to serving all residents of our rural, low-income, elderly-heavy community. On April 21, 2025, the Board will hold an emergency meeting to address discriminatory membership policies in our 2020 Bylaws, which limited Voting Members to registered voters in the 92066 ZIP code. This requirement excluded eligible residents, violating California Civil Code § 51 and IRS 501(c)(3) standards, and hindered our mission.

To address this, we propose adopting an Interim Membership and Good Standing Policy that:

Removes the voter registration requirement, defining Voting Members as individuals 21+, residing in the Board-defined mapped boundary (per Policy Addendum), with Board-approved applications and good standing, per Article III, Section 1A.

Ensures accessible voting (in-person, mail, electronic) with large-print ballots and volunteer-driven carpools for elderly or disabled residents, per Article XV and ADA.

Defines good standing as attending one meeting annually, signing a mission pledge, and having no misconduct, with a fair appeal process, per Article III, Section 3C.

How to Get Involved:

Apply for Voting Member Status: Complete the Membership Application Form, available by request to Contact Info below, online https://mvvcso.org/downloads . Submit proof of residency (e.g., utility bill) and a mission pledge. Assistance (large-print, translation) is available from the Secretary.

Stay Informed: Check postings at the principal office (Siren board for now), food bank lot, community bulletins, or online https://mvvcso.org/notices for updates.

This interim policy is temporary, effective until new bylaws are ratified, anticipated by late 2025, subject to member approval per Article VIII. We’re working to rebuild trust and ensure MVVCSO serves everyone, supporting our food bank and grant pursuits (e.g., USDA, HRSA).

Estimados miembros de la comunidad de Ranchita,

La Organización de Servicio Comunitario Voluntario del Valle de Montezuma (MVVCSO) tiene el compromiso de servir a todos los residentes de nuestra comunidad rural, de bajos ingresos y alta proporción de adultos mayores. El 21 de abril de 2025, el Consejo Directivo realizará una reunión de emergencia para abordar políticas discriminatorias de membresía incluidas en nuestros Estatutos del año 2020, las cuales limitaban los Miembros con Derecho a Voto a votantes registrados en el código postal 92066. Este requisito excluyó a residentes elegibles, violando el Código Civil de California § 51 y las normas IRS 501(c)(3), además de obstaculizar nuestra misión.

Para resolver esto, proponemos adoptar una Política Interina de Membresía y Buen Estatus que:

• Elimina el requisito de registro de votantes, definiendo a los Miembros con Derecho a Voto como individuos mayores de 21 años, residentes dentro del área geográfica definida por el Consejo (según Adenda de la Política), con solicitudes aprobadas por el Consejo y en buen estatus, según Artículo III, Sección 1A.
  
• Asegura el acceso al voto (en persona, por correo y electrónico) con boletas impresas en formato grande y transporte voluntario organizado para residentes mayores o con discapacidades, conforme al Artículo XV y la ADA.
  
• Define el buen estatus como la asistencia anual a una reunión, la firma de un compromiso con la misión y la ausencia de mala conducta, con un proceso justo para apelaciones, según Artículo III, Sección 3C.
  

Cómo Participar:

• Solicite el Estatus de Miembro con Derecho a Voto: Complete el formulario de solicitud disponible bajo petición a la información de contacto proporcionada a continuación o en línea en https://mvvcso.org/downloads. Entregue prueba de residencia (por ejemplo, factura de servicios públicos) y firme el compromiso con la misión. La Secretaría ofrece asistencia (letra grande, traducción).
  
• Manténgase Informado: Revise anuncios publicados en la oficina principal (tablero Siren por ahora), el lote del banco de alimentos, boletines comunitarios o en línea en https://mvvcso.org/notices.
